B.Tech Semester VI – Theory Examination (2021–22)
The subject Constitution of India, Law & Engineering is designed to provide engineering students with a basic yet comprehensive understanding of constitutional principles, legal systems, governance, business laws, cyber laws, and the role of engineers in a democratic and legal framework. Engineers do not work in isolation; they operate within the boundaries of law, public policy, governance, and constitutional values. This subject helps students understand how constitutional institutions function, how laws are made and enforced, and how technology interacts with law and society.
The question paper clearly reflects an emphasis on constitutional structure, Union and State executives, judiciary, legal system, intellectual property, cyber laws, business organizations, e-governance, and ethical responsibilities of professionals. To score well, answers must be written in clear, explanatory paragraphs, showing understanding rather than memorization.
SECTION A – BASIC CONCEPTS OF CONSTITUTION, LAW & GOVERNANCE

The Union Executive refers to the executive authority at the national level under the Indian Constitution. It consists of the President, the Vice-President, the Prime Minister, the Council of Ministers, and the Attorney General of India. The Union Executive is responsible for the administration of the country in accordance with the Constitution.
The Constitution is the supreme law of the land that defines the structure of government, distribution of powers, rights and duties of citizens, and the functioning of constitutional bodies. It provides a framework for governance and ensures rule of law.
The State Executive operates at the state level and consists of the Governor, the Chief Minister, the Council of Ministers, and the Advocate General. It functions in a manner similar to the Union Executive but within the state’s jurisdiction.
We need constitutional laws to maintain order, protect fundamental rights, regulate governance, and ensure equality and justice. Without constitutional laws, governance would become arbitrary and citizens’ rights would remain unprotected.
The Legal System refers to the structured framework of laws, institutions, courts, and procedures through which justice is administered. It includes legislations, judicial interpretations, and enforcement mechanisms.
The Court Structure under the Legal System in India is hierarchical in nature, with the Supreme Court at the apex, followed by High Courts at the state level, and subordinate courts such as District Courts at the lower level.
Intellectual Property Laws protect creations of the human mind such as inventions, literary works, designs, and trademarks. These laws encourage innovation by granting legal rights to creators.
Electronic Governance refers to the use of information and communication technology by government institutions to improve efficiency, transparency, and citizen services.
E-Governance specifically means delivering government services digitally, enabling citizens to access information and services online, thereby reducing corruption and delays.
Partnerships in Business Organizations are forms of business where two or more individuals agree to share profits, losses, and responsibilities according to a partnership agreement.
SECTION B – CONSTITUTIONAL BODIES, LEGAL PRINCIPLES & BUSINESS LAW

The Memorandum of Association and Articles of Association are foundational documents of a company. The Memorandum defines the scope, objectives, and powers of the company, while the Articles govern internal management and operational rules. Together, they provide legal identity and operational discipline to business organizations.
The Lok Sabha, also known as the House of the People, performs crucial legislative functions. It passes laws, controls national finance, represents the will of the people, and holds the executive accountable through debates, questions, and motions.
The principles taken from decisions of judges constituting binding legal rules are known as precedents. This principle of stare decisis ensures consistency, predictability, and stability in the legal system.
The Right to Information Act, 2005 empowers citizens to seek information from public authorities, promoting transparency and accountability. It plays a vital role in governance and supports intellectual property regulation by balancing public interest with confidentiality.
The Historical Background of the Indian Constituent Assembly explains how representatives were elected in 1946 to frame India’s Constitution. The Assembly debated democratic ideals, federalism, fundamental rights, and social justice, leading to the adoption of the Constitution on 26 January 1950.
SECTION C – EXECUTIVE POWERS & ENGINEERING RESPONSIBILITY

The need for reformed engineering services at the Union and State levels arises due to rapid technological advancement, infrastructure growth, and public accountability. Engineers in government must adopt ethical practices, transparency, sustainability, and citizen-centric approaches while serving national development goals.
The Powers and Functions of the President of India include executive powers such as appointment of key officials, legislative powers like summoning Parliament and giving assent to bills, judicial powers such as granting pardons, and emergency powers during national crises. Though largely ceremonial, the President plays a crucial constitutional role.
GOVERNMENT ACTS, CONTRACTS & CYBER LAW

The Government of India Act, 1935 laid the foundation for federal governance, provincial autonomy, and administrative reforms, while the Indian Independence Act, 1947 ended British rule and created India as a sovereign nation.
Contract laws are essential under the legal system because they govern agreements, obligations, and enforceability. Engineers often enter contracts related to construction, supply, software, and services, making contract law highly relevant.
Digital Signature Certificates and Cyber Regulations ensure authenticity, integrity, and security of electronic transactions. They play a key role in e-commerce, e-governance, and online contracts.
The Role of IT Professionals in Judiciary has grown with digitization. IT experts support e-courts, digital evidence management, cyber forensics, and judicial data systems.
LOKPAL, FUNDAMENTAL RIGHTS & JUDICIAL INSTITUTIONS

The Lokpal and Lokayuktas Act, 2013 aims to combat corruption at the Union and State levels by establishing independent bodies to investigate complaints against public officials.
The Preamble of the Indian Constitution declares India to be sovereign, socialist, secular, democratic, and a republic, while Fundamental Rights guarantee equality, freedom, religion, and constitutional remedies to citizens.
District Courts, Consumer Forums, and Tribunals provide accessible justice. District Courts handle civil and criminal cases, Consumer Forums protect consumer rights, and Tribunals resolve specialized disputes efficiently.
The Information Technology Act, 2000 provides legal recognition to electronic transactions, digital signatures, and cyber crime regulation, directly impacting intellectual property and technology professionals.
HOW TO WRITE CONSTITUTION OF INDIA ANSWERS IN THE EXAM
In this subject, never write answers in short bullet points. Always explain concepts with constitutional relevance, legal meaning, and real-life application, especially from an engineering perspective. Use correct terms such as Union Executive, judiciary, fundamental rights, contract law, cyber law, and governance. Examiners give maximum importance to clarity, constitutional understanding, and social relevance.
