a) What do you mean by Rural Administration?

Rural administration refers to the system of governance and management through which government policies, development programmes, and public services are implemented in rural areas. It includes administrative institutions and officials responsible for planning, coordination, implementation, and monitoring of rural development activities to improve the socio-economic conditions of rural people.

 

b) Define the meaning of Sustainable livelihoods

Sustainable livelihoods refer to the capabilities, assets, and activities required for a means of living that can withstand stresses and shocks while maintaining or enhancing its resources for future generations. It emphasizes long-term economic security, environmental balance, and social well-being.

 

c) Explain various policies for rural development

Rural development policies focus on poverty alleviation, employment generation, agricultural development, rural infrastructure, education, health, and social welfare. These policies aim to reduce regional disparities and promote inclusive growth by addressing the specific needs of rural populations.

 

d) Describe community-based organizations for rural development

Community-based organizations are local institutions formed by rural people to address common issues and promote collective development. These organizations play a vital role in mobilizing resources, encouraging participation, strengthening self-reliance, and implementing grassroots development programmes.

 

e) Explain Gandhian view of self-sufficient village economy

Gandhiji advocated a self-sufficient village economy where villages function as independent units producing most of their basic needs. He emphasized cottage industries, decentralized production, local employment, and moral values to ensure sustainable and inclusive rural development.

 

f) Significant features of the 73rd Constitutional Amendment Act, 1992

The 73rd Constitutional Amendment Act provided constitutional status to Panchayati Raj Institutions. It introduced a three-tier system, regular elections, reservation for women and marginalized sections, and financial powers to local bodies to strengthen grassroots democracy.

 

g) Components of domestic institutional resources

Domestic institutional resources include local government institutions, cooperatives, financial institutions, self-help groups, and voluntary organizations. These institutions support rural development by providing credit, training, infrastructure, and social services.

 

h) Define population composition

Population composition refers to the structure of a population based on characteristics such as age, sex, education, occupation, and marital status. It helps in understanding demographic patterns and planning development activities accordingly.

 

i) What do you mean by rural credit?

Rural credit refers to financial assistance provided to farmers, artisans, and rural entrepreneurs for agricultural and non-agricultural activities. It supports production, consumption, and investment needs in rural areas.

 

j) Define Bureaucracy

Bureaucracy is a system of administration characterized by hierarchical structure, fixed rules, formal procedures, and division of labor. It ensures efficient implementation of government policies and programmes.

2(a) Different dogmas in rural development

Rural development has been influenced by various dogmas such as the growth-oriented approach, welfare approach, basic needs approach, and participatory approach. Each dogma reflects different priorities ranging from economic growth to social justice and people’s participation.

 

2(b) Key issues of rural areas

Rural areas face challenges such as poverty, unemployment, illiteracy, inadequate healthcare, lack of infrastructure, and agricultural dependence. These issues hinder balanced development and require integrated policy interventions.

 

2(c) NABARD and its importance for rural development

The National Bank for Agriculture and Rural Development is the apex institution for rural credit in India. NABARD promotes sustainable agriculture, rural industries, and infrastructure by providing financial support, policy guidance, and capacity building.

 

2(d) Elements and needs of Human Resource Development in rural sector

Human Resource Development in rural areas focuses on education, skill development, health, and capacity building. It is essential for improving productivity, empowering rural people, and ensuring sustainable development.

 

2(e) Panchayati Raj System and its evolution in India

The Panchayati Raj System is a decentralized form of governance that empowers local self-governments. It evolved through various committees and was strengthened by the 73rd Constitutional Amendment to promote democratic participation at the grassroots level.

3(a) Problems associated with rural development

Rural development is constrained by problems such as poverty, land fragmentation, low agricultural productivity, unemployment, inadequate infrastructure, social inequality, and weak institutional support. These issues slow down the overall development process.

 

3(b) Social sector programmes for rural development

Social sector programmes include initiatives related to education, health, nutrition, sanitation, housing, and women empowerment. These programmes aim to improve the quality of life and human development in rural areas.

 

4(a) Decentralization in rural development and its advantages

Decentralization involves transferring power and resources to local governments. It improves administrative efficiency, enhances public participation, ensures better resource utilization, and makes development programmes more responsive to local needs.

 

4(b) Difference between government and non-government organizations

Government organizations are state-controlled institutions responsible for policy formulation and implementation, while non-government organizations are voluntary bodies that supplement government efforts by working at the grassroots level with flexibility and innovation.

 

5(a) Financial organizations in Panchayati Raj Institutions

Financial organizations supporting Panchayati Raj Institutions include state finance commissions, central and state governments, and financial institutions. These organizations provide grants, loans, and revenue-sharing mechanisms to strengthen local governance.

 

5(b) Structure of rural finance

The structure of rural finance consists of institutional and non-institutional sources. Institutional sources include commercial banks, cooperative banks, and NABARD, while non-institutional sources include moneylenders and informal lenders.

 

6(a) Human Resource Development and its dimensions in rural development

Human Resource Development refers to enhancing the knowledge, skills, and abilities of people. In rural development, its dimensions include education, health, training, leadership development, and capacity building.

 

6(b) Contribution of Rabindranath Tagore to rural development

Rabindranath Tagore emphasized rural reconstruction through education, self-reliance, and cultural revival. His initiatives at Sriniketan focused on cooperative farming, village industries, and community development.

 

7(a) Women’s entrepreneurship and its problems

Women’s entrepreneurship refers to business activities undertaken by women to achieve economic independence. It faces challenges such as lack of finance, social barriers, limited skills, and restricted market access.

 

7(b) Rural industrialization and appropriate technology

Rural industrialization involves setting up small-scale and cottage industries in rural areas. Appropriate technology emphasizes low-cost, labor-intensive, and eco-friendly techniques that generate employment and promote sustainable development.
