SECTION A – Descriptive Answers (2 Marks Each)

 

a) Elements of Human Resources

Human resources consist of population characteristics that contribute to development. The main elements include education, skills, health, attitudes, values, knowledge, and productive capacity of individuals. In rural development, human resources determine the ability of people to participate effectively in economic and social activities.

 

b) Community-Based Organizations (CBOs)

Community-based organizations are local, voluntary groups formed by people within a community to address common needs. In rural development, CBOs play a crucial role in mobilizing people, implementing development programs, managing resources, and ensuring community participation.

 

c) Gram Sabha as the Basic Unit of Panchayati Raj

Gram Sabha is considered the basic unit of the Panchayati Raj system because it consists of all registered voters of a village. It provides a platform for direct democracy, ensures transparency, approves development plans, and holds elected representatives accountable, making grassroots governance effective.

 

d) Second Five-Year Plan (1956–61)

The Second Five-Year Plan focused on rapid industrialization, especially heavy and basic industries. It aimed at establishing a socialist pattern of society, increasing national income, expanding employment opportunities, and reducing dependence on imports.

 

e) Rashtriya Krishi Vikas Yojana (RKVY)

RKVY is a centrally sponsored scheme aimed at achieving 4% annual growth in agriculture. It provides financial assistance to states for improving agricultural infrastructure, productivity, and farmers’ income through flexible and state-specific planning.

 

f) Nilokheri Experiment as “Mazdoor Manzil”

The Nilokheri Experiment was called “Mazdoor Manzil” because it focused on providing employment, training, and shelter to displaced persons after partition. It emphasized self-help, cooperative living, and skill development for laborers.

 

g) Gurgaon Experiment

The Gurgaon Experiment aimed at improving rural administration, agriculture, health, sanitation, and education through coordinated government efforts. It emphasized integrated rural development and efficient district-level administration.

 

h) Women Entrepreneurship in India

Women entrepreneurship in India involves women owning and managing enterprises. It promotes economic independence, employment generation, poverty reduction, and social empowerment, especially in rural areas through SHGs and micro-enterprises.

 

i) Negative Impacts of Industrialization

Industrialization can lead to environmental pollution, displacement of rural communities, loss of traditional livelihoods, income inequality, and social problems such as urban slums and labor exploitation.

 

j) Gandhian View of Self-Sufficient Village Economy

Gandhiji believed that villages should be self-reliant units with local production, cottage industries, agriculture, and moral values. He emphasized decentralization, simplicity, and sustainable development.

 

SECTION B – Long Answers (10 Marks Each)

 

2(a) Benefits of National Rural Livelihood Mission (NRLM)

NRLM aims to reduce rural poverty by promoting self-employment and wage employment. Its benefits include social mobilization of the poor into SHGs, access to affordable credit, skill development, livelihood diversification, women empowerment, financial inclusion, and sustainable income generation. NRLM also strengthens local institutions and enhances community participation in development.

 

2(b) Firka Movement and Etawah Pilot Project

The Firka Development Scheme aimed at integrated rural development through agriculture, education, health, and infrastructure at the firka (group of villages) level.
The Etawah Pilot Project, led by Albert Mayer, focused on farmer participation, improved agricultural practices, community cooperation, and extension services. Both emphasized grassroots planning and people’s involvement.

 

2(c) Financing through Self-Help Groups (SHGs)

SHG-based financing provides easy access to credit for rural poor, especially women. Advantages include low transaction costs, financial discipline, peer pressure for repayment, empowerment, entrepreneurship development, and reduced dependence on moneylenders.

 

2(d) Critical HRD Issues

Critical Human Resource Development issues include illiteracy, unemployment, lack of skills, poor health, gender inequality, migration, and inadequate training facilities. Addressing these issues is essential for sustainable rural development.

 

2(e) Strategies for Improving Rural Industrialization

Strategies include promoting small-scale industries, providing infrastructure, skill training, credit support, market access, technology transfer, and government incentives. Examples include Khadi and Village Industries, MSMEs, and agro-based industries.

 

SECTION C – Very Long Answers (10 Marks Each)

 

3(a) 4th, 5th and Rolling Plans in Rural Development

Fourth Five-Year Plan (1969–74):
Focused on growth with stability, self-reliance, poverty reduction, and agricultural development.

 

Fifth Five-Year Plan (1974–79):
Emphasized poverty alleviation, employment generation, and social justice through programs like Minimum Needs Programme.

 

Rolling Plan:
Introduced flexibility in planning by revising targets annually based on performance and changing conditions.

 

3(b) Problems Associated with Rural Development

Major problems include poverty, unemployment, illiteracy, lack of infrastructure, poor healthcare, land fragmentation, low agricultural productivity, and social inequalities. These issues hinder balanced rural growth.

 

4(a) Gandhian Constructive Programme

The Gandhian constructive programme aimed at social and economic reconstruction through village industries, sanitation, education, communal harmony, women empowerment, and self-reliance. It was necessary to uplift rural society morally and economically.

 

4(b) Marthandam Project and YMCA

The Marthandam Project, supported by YMCA, focused on rural upliftment through education, vocational training, health services, cooperatives, and community development. It emphasized participatory development and self-help.

 

5(a) Powers and Responsibilities of Panchayats

Panchayats are responsible for local governance, planning, implementation of development schemes, taxation, maintenance of public assets, and social justice. Powers are delegated at village, block, and district levels to ensure decentralized administration.

 

5(b) NABARD’s SHG–Bank Linkage Programme

This program connects SHGs with banks to provide formal credit. It promotes financial inclusion, women empowerment, savings habit, entrepreneurship, and rural development through sustainable micro-finance.

 

6(a) Evolution of Human Resource Development (HRD)

HRD evolved due to industrialization, economic planning, technological advancement, and the need for skilled manpower. In rural India, HRD focuses on education, health, training, and capacity building.

 

6(b) Elements of HRD in Rural Sector

Key elements include education, skill development, health services, leadership training, women empowerment, and institutional support to enhance productivity and quality of life.

 

7(a) Rural Entrepreneurship in India

Rural entrepreneurship involves setting up enterprises in rural areas using local resources. It generates employment, reduces migration, increases income, and promotes balanced regional development. Examples include agro-processing, handicrafts, dairy, and MSMEs.

 

7(b) Rural Industries under Make in India

Under Make in India, rural industries are promoted through MSME schemes, Start-Up India, Skill India, PMEGP, and infrastructure support. These initiatives encourage manufacturing, innovation, and employment in rural areas.
